Cannabis Controversy and Diversity Is Drug Use a Crime?

The discussion forms part of the Asian Criminology Society 12th Annual Conference (ACS2020) held by the Ryukoku Congress of Criminology 2021.

 

Traditionally in Japan the image of cannabis has been strongly associated with arrest. However, in recent years, attention has been focused on the use of cannabis for medical purposes. After endocannabinoids in the human body were discovered in the 90s, the rediscovery of a compound called CBD in 2000 and later years has led to the global movement for legalisation of medical cannabis. In Japan as well, a lot of people are hoping medical cannabis can help patients with intractable epilepsy. Amid these global changes, the Japanese government is considering establishing the use of cannabis a new criminal offence and maintaining their strict punishment policy against cannabis.

 

The session offers an overview of medical, economic and political trends from the perspective of a doctor who has been following the cannabis trends in Japan and other countries, as well as discussion around the ideal cannabis policy for Japan.
